Might be difficult to achieve. You are unlikely to be able to get too much below 1kg, and it will get expensive
For example Cumulus Panyam 600 has -6 C comfort, 970g and £295 (plus tax etc to import to UK)

As I said in another thread, EE stuff seems well made, but ratings may be optimistic

I find this pretty good:

I used it over the weekend, when it got down to about -2. I was nice and warm, although I did wear a synthetic jacket and merino long johns.

I have an EE 900FP quilt and I love it. 23oz (less for shorties, mine is extra, EXTRA large) and Tim Marshall set it up with the down distro I wanted - more to the legs/feet, so I could use my jacket to supplement up top. Keeps me warm to around -3 without an inner tent (but YMMV).

for your budget then

+1 for the PD600 - that is what I use often in winter. mine is just over 1 kg

i also use a single or layered quilts : EE 20f down and EE 40f synthetic - both around 450g each but much more expensive!

With all the caveats that everyone sleeps differently...

I had an EE 20ºF Enigma for a while. Construction was excellent, but the 20ºF is a limit rating, not a comfort one.
After a long and exhausting day, I felt cold in it at 3ºC, so my view is that around freezing is a realistic comfort level.

(Subsequently replaced with a Katabatic 20ºF quilt, where the 20ºF is a comfort rating - more than happy in it at -6ºC over the weekend).
